I am upgrading from iPhone 4S to iPhone SE. My 4S still uses IOS7. IF I make a back-up in iTunes, will it transfer over to the new phone using the newer IOS without issue when I restore? I don;t want to lose texts, etc.

You may have third party apps installed that won't run iOS 10. You shouldn't lose your texts.
