I understand that your Bluetooth won't work and only shows an hourglass in the settings. I know it's important to get all of the functionality out of your iPhone, so I'm happy to help.
Before continuing, make sure you have a backup of your iPhone. You can see how to do that here:

With the steps that you've outlined, you've already gotten a good start on your troubleshooting. Since you've already gone through those steps, the next option would be to isolate futher to see if it's a hardware issue. You can do that by restoring your iPhone as new. Those steps can be found here:
