How to buy a Gift card outside us

I want to buy a Gift card, I live in Argentina and I cannot buy it because the apple.com site asks me for the billing address in US .... And I dont live there

I want to buy a Gift card for a friend who lives in Brazil, I triad in Apple.com/br complete the address in Brazil but there I cannot buy gift cards!!!!
