iOS 10 emoji behavior

Ive changed the emoji from yellow to the color of my flesh for the hand actions ( ✊ ✋ , etc) all of them retain the correct flesh tone across all apps and keyboard sessions, EXCEPT for 3 of them. ☝️✌️✍️ do not save the color I selcted and also request that I select a color every time I use the emoji. Is there a reason those 3 emoji don't save the flesh tone information?
