I see that you want to add your son to your Family Sharing to take advantage of the iTunes subscription, but make purchases with his own iTunes account. The way that Family Sharing is set up, all purchases are made with the credit card provided by the organizer. The exception is that if a member has credit to their iTunes account, usually through a gift card, then their purchases will come from that credit before the organizer's credit card is charged. So, in the case of your son, he could purchase gift cards and add them to his account prior to making his purchases. That way, the organizer's account will not be charged.

Sep 22, 2016 10:11 AM in response to jeffd55by blmclaws,That was helpful to understand how the family sharing works better. To bad users can't toggle how they want to pay back and forth from within iTunes somehow.
Additionally, what caused me to inquire in the first place on this subject was that my son was on Family Share with the rest of us and wanted to buy a free app. I allowed the purchase. Next day I got an email from Apple updating me on recent activity and I saw that he made an in App purchase without my giving consent. How did that happen? Is there a loop hole that I am unaware of? Did allowing for the free app open the door for more purchases within a time limit? Can a family member make in app purchases without consent from the plan organizer?

I understand that you have some questions about a surprising authorization for an in-app purchase made by your son. Ask to Buy is intended to work for in-app purchases as well, requesting your authorization for those purchases. You can see that here:
Request and make purchases with Ask to Buy - Apple SupportFor example, this could be a request for items in the iTunes, iBooks, or App Store, In-App Purchases, or iCloud storage.
There is no mention of any time limit for these purchases but if you believe that this is not working as intended, you may find some help with the troubleshooting steps listed here:
