i would like to take a photo of a face on iPhone and then print that photo in passport size, any ideas please

You will have to meet these requirements:

It will be no different than taking any other photo, loading in a photo application and cropping it as required per the above parameters.

Your photo application (iPhoto, Aperture, Photos) should have a feature that allows you to size an image and/or select a part of an image that you would need for the passport.
I do not have a printer but I suspect that you would have to print the 2" x 2" photo on a larger sheet and do some scissor work for the final product. The important point to remember is that the picture size that will printed must first be done in the photo application.
