Turned off Background App Refresh on Chrome and Podcasts, and they're turned back on again within a few hours.
I also removed the Photos widget, but that somehow re-added itself. And I also turned off Holiday Photos, and that turned itself back on as well...

However, I have switched off all background refresh. That seems to hold now. But the batterydrain is still happening.
