Can't connect personal hotspot after upgrading to iOS 10

After upgrading my iPhone 6S+ to iOS10, I am unable to use my iPhone as a hotspot, be it for my windows 10 laptop, or my iPad. The issue exist whether I am connecting by WiFi, Bluetooth, or USB direct connection. When I try to connect, My iPhone has a blue bar across the top, with the blinking words, "Personal Hotspot:1 Connection". In network connections, the laptop shows, "Secured, No Internet". All worked well before the upgrade to iOS 10.
