iOS 10 keeps turning Background Refresh on for ALL apps

On my 6+, I turned it off... and the phone totally ignores the settings. It turns into a lag monster whenever it's updating AND I get data use warnings (want to guess why?). It's absolutely infuriating.

I had not experienced this bug again since it happened twice to me on multiple devices over the course of a day back in September.

I got notification of your reply, so I went to check my 7 Plus right now. Lo and behold, background app refresh is enabled for all my apps! I know for a fact this was not the course earlier in the day.

I wonder if the date is triggering it. Seems too coincidental that we are both seeing this today. Anyone else?

Am also seeing this as well on the iPhone 7 with iOS 10.0.1.

Turned off Background App Refresh on Chrome and Podcasts, and they're turned back on again within a few hours.

I also removed the Photos widget, but that somehow re-added itself.

And I also turned off Show Holiday Events in Photos and Camera settings - and that turned itself back on as well...

Somewhat aggrevating...!

I am seeing this behavior as well. I disabled background refresh for most apps on my iPhone 7 Plus. Then, they all turned back on. Then I went through and disabled them again. Again, they enabled themselves.

On my iPhone 6 Plus (which I am still using), most remained disabled until just now, when they all enabled themselves.

It has been a full day, and background app refresh has not re-enabled itself. It originally happened (twice) when I was going in and setting all my preferences on my new phone, so maybe another setting is inadvertently toggling it. It also happened on my old iPhone 6 Plus at the same time. I was not changing any preferences on that phone, but I was going through each setting so I could duplicate them on my new 7 Plus. (I opt not to restore from backup.)

I'm seeing this exact same problem. I'm not sure what's causing it, but I did just notice it happen after I chose to update some apps. Maybe when an update turns on background refresh for one app, this bug is leading it to get turned on for all the others as well? So it just happened again, and no apps were updating…

Man, I thought I was the only one experiencing this glaring issue! Ever since I've upgraded to iOS 10 on my iPhone 6s, the "Background App Refresh" unexpectedly turns on for all of my apps. When it first happened, I just thought I was imagining things as I've never seen this happen before. I turned off "Background App Fresh" to certain apps. Several days later, it all defaults to on again. What the ****? Don't understand how this bug slipped by the beta testers. C'mon Apple, please fix this issue!

I have same silly problem since IOS 10 and still present in IOS 10.1.1 which leads to iphone battery drains quickly and I have no choice other than turning off background app refresh completely and I spent many hours try to find a fix but found nothing & I wonder why it takes so long from Apple to fix this problem !!

This bug still exists in iOS 10.3.1. All apps got turned on when I turned on background refresh for the podcast app on my iPad Air 2.

Still have this issue, which is very annoying in iOS 10.3.3 (14G60)
