I know how important it is to be sure the phone is not making calls on it's own. Start by checking out the article with steps to Force an app to close on your iPhone, iPad, or iPod touch. Then, test to see if the issue comes back.
If the issue does come back, it would be a good idea to be sure there is not a software issue as the root cause of this for you.
