iOS 10.0.1 Safari I cannot clear cookies and website data even after erase and restore

Beginning this morning, I cannot clear cookies and website data from Safari 10.0.1 on iPhone 6s 128gb.

One particular cookie, 64kb from homedepot.com, would not clear. All others cleared but this one remained after repeated browsing/clearing attempts. I erased my phone and restored from a backup made on 9/17/2016. Cookies and data from an old browsing session were restored. When I tried to clear them, the process failed this time for all of them.

SInce I already did an erase and restore, I am at a loss as to what to do next.
