Currently, there is no Apple Pay in Israel.
Apple Pay is available only for credit and debit cards that were issued by a bank and a creditor which appears here: Apple Pay participating banks and card issuers in Asia-Pacific - Apple Support

You cannot configure Apple Pay with any other card issuers / bank, therefore, Israeli credit cards are currently not available.

If you want to change your iTunes store payment method, you should be able to do so by following the instructions here: Change or remove your Apple ID payment information - Apple Support

As someone noted below, make sure you are connect to the right store (as an Israeli national, you should be connected to the Israeli store. American credit cards are required for a US account).

If you experience issues with configuring it, contact your creditor (Mastercard, Visa, etc.)

I know there is an option for Israelis holding American Express cards to attach a US address to their credit card account, and in this case, you'll be able to authenticate your credit card based on a US address (zip code).

For doing so, contact your creditor (I don't know if all creditors allow doing so).

Good luck.
