Clear History and Website Data/Remove All Website Data failing

This morning after attempting to remove data this morning, all but a 64kb file from homedepot.com were removed. After browsing more and attempting to clear again, that 64kb homedepot.com data still would not clear.

I erased my phone and restored from a 9/17/2016 backup, cookies/data from a prior browsing session were restored. When I tried to clear them, the process failed. All the sites listed under the Advanced tab are still listed, all showing 0 bytes, but the list won't clear completely.

SInce I have already erased and restored, I don't know what to do next.
