Q: Can't Turn on Two-Factor Authentication

When I try to turn on two-factor authentication, it says that it's not available for my Apple ID. Does anyone know why this might be happening?

MacBook Pro (Retina, 13-inch,Early 2015), macOS Sierra (10.12)

And you have at least one device using iOS 9 and up, and OS X El Capitan, and you have a valid credit card on file?

I'm running iOS 10 on my iPhone and macOS Sierra on my Mac. Whenever I go to iCloud settings in System Preferences and try to turn on T-F A, it tells me it's not available

That's really odd and, sadly, I am stumped as to why this is so. If nobody else from the community chimes in on this with an opinion, my suggestion would be to reach out to Apple Support for further assistance with this matter. Sorry I couldn't be of more help.
