to fix the other camera's to work correctly in IOS 10.

I have the same problem and it's frustrating.
Started on my iPhone 5C with iOS 10.0.2 (9.3.5 > 10.0.2).
I suggest we try and spread your report. send a link to it in our social networks and ask everyone to click "I have this problem too" so we get enough traffic here, and get an official reply from Apple on a fix.
If possible, please edit your original report post and write some more info that people have reported in this thread.
for example:
- It is not specific iPhone model issue. people report on iPhone 5, 5c, 5s, 6, 6s, 7...
- Usually effects only the rear camera, (but sometimes - both. like in your case)
- not a hardware bug. definitely a software one
- 3rd party camera apps cannot access the rear-camera as well. however, changing camera access settings does not solve the problem.

Just spotted a workaround while Apple sort things out.
Open the Camera app (and obviously nothing will show). Then swipe across to Slo-Mo setting.
On my handset, the camera starts working and shows the view onscreen. When I swipe back acrorss to normal camera, it lets me take pics like it used to do before iOS 10.

I have an iPhone 6- it's actually a "new" phone from Apple (previous GPS hardware issue- replaced via Apple Care).
Updated to iOS10.0.2 (14A456).
Problem started yesterday just randomly- noted that at first camera took a bit of time to turn on, then took out of focus pics. I also initially noted that swiping to video or slo-mo activated the camera but as of today that is not working for me.
In addition, I intermittently get the yellow caution symbol at the "flash" site stating that the Flash is Disabled- Camera needs to cool down.
I have forced closed camera app, turned off/on the phone, and done the soft reset- haven't done the factory reset yet. Would rather not since others have not found it helpful and seems like a time-waster.
I have not dropped/traumatized the phone.
The front-facing camera is fine.
Looking forward to hearing about any solutions from users or Apple. I likely will be heading into a friendly neighbourhood Apple store later this week though.

Oct 14, 2016 10:09 AM in response to glefuby Shoars,I have the same problem. I chatted with the nice folks at Apple, and they said they were going to have an engineer check it out before sending me to an Apple Store.
When I told them that other people were having the same issue, they actually seemed to care.I haven't heard back yet, but its only been 3 days.

Oct 14, 2016 4:22 PM in response to glefuby GenTekx,I had a similar issue with my IPad Air. The front camera worked but the rear camera stopped working completely after the upgrade. I tried hard resetting and resetting all of the settings but it still wouldn't work. I painfully went ahead and did a full restore via ITunes and it fixed it. Hoping Apple releases a bug fix because this is painful process to fix what was working fine before the upgrade

Oct 15, 2016 9:37 AM in response to glefuby olegolegoleg,The same problem on my SE. Camera is black or very dark, sometimes it pulses a bit but nothing happens. Switching to video and back helps, but it is extremely annoying as I have to do this every time! It didn't happen on iOS 9 and I haven't replaced any phone parts.

Oct 15, 2016 9:46 AM in response to olegolegolegby amcomis,this is EXACTLY what I have. Except with a 6s and its only about 10% of the time.
Seems to usually happen when going to the camera within iMessage.
