I am unable to move or delete apps and icons on my iPhone 7 ios 10.0.1. When I press the app, if simply asks if I want to share the app. I have reset the settings and even restored the phone as new and the problem continues.
touch and keep your finger on the icon but don't press hard like you had to before. iPhone 7 recognizes how hard you press. Quick touch invokes the app, light touch and hold creates wobbling icons with the X to delete, harder touch and hold activates 3D touch

I too have the same problem..
Are you accidentally activating 3d touch by chance? 3D Touch happens when the user presses to hard on the screen which causes a little pop up on the screen. If the user wants to move an icon, simply rest your finger on the screen until the icons start to shake.

Since you are using an iphone 7, there may be a chance you are pressing on the screen a little too hard when trying to drag or delete an app which activates the 3D touch feature.
This doesn't work on my phone. If I touch the icon it just opens it. This is very frustrating. I want to take these off my phone.
That happened to me, don't just tap on it, hold it instead but gently. In my previous phone you had to hold you finger hard against it, that's what changed.

Even after laying my finger on it all it does is wiggle and then no X pops up.
