I am unable to move or delete apps and icons on my iPhone 7 ios 10.0.1. When I press the app, if simply asks if I want to share the app. I have reset the settings and even restored the phone as new and the problem continues.
the iPhone will delete by doing the following.
Lightly touch the app, if you press hard you will get the share option
touch the "X" and choose the delete option
to move an app touch the app and slide it to the left or right

I've been having this problem but think I've worked it out, u can't select an app to delete with the finger you've set up for fingerprint ID
E.g. My thumb is set up for ID so if I use another finger instead it seems to work to delete

This solved the problem, thanks. I just migrated from iPhone 4S to 7 Plus. My heavy hand was the problem.
If you tap hard and hold... it asks if you want to share.
To remove or reposition, touch the icon very lightly and hold... and the icons begin to tremble with an "x".
Tap the "x" and it will ask if you want to delete.
crap, after restoring from iPhone4 one app (third party) refuses to go, it wobbles but no x and say: 'waiting' and keep calling aplestore

Thank you to this group. I had same issue. Turned out it was 3D Touch. Once I lightly held the icon, no problem. We tend to overlook some of these new features.
How do I turn the 3D Touch off ? Because I really need to delete some apps.

I had the same problem. You have to go to Settings > Accessibility and then turn off your 3D Touch. Then you can press on the app like you used to, in order to delete it.
