Tabs not working on Mail

Just upgraded to macOS sierra. Went smoothly. I was looking forward to using tabs in Mail but it's not working. Tabs works in fine Maps and Text Edit. And of course Safari, just not in Mail.

I have the main Mail app running, select "New Message, then "Merge All Windows, nothing happens. "Show Tab Bar" is checked and working.

Any tips?
