How to access terminal in Sierra's recovery mode?

Hi,

I just booted Sierra into recovery mode and the terminal is missing from the menu.
The main install window has the usual Restore, Reinstall, Help and Disk utility. But in the top menu, there is nothing but "language chooser". Terminal is gone.
(Hardware is a 2011 15" MBP)



Help!

MacBook Air 11" early 2015. Sierra 10.12.3. First bootup, held command r for the first three seconds and the menubar only showed the Apple menu and Language Chooser. Second bootup, held command r for the entire bootup, menubar appears normal with Utilities et al. Third bootup holding command r for three seconds worked same as second bootup. Never saw this in ElCap.

I find if I continue holding down Command-R, or hold down Command-R toward the end of the boot sequence it puts me into the Language Chooser Screen, where I can choose the Language and then go on to the Utility Menu. If I do not hold down Command-R, it seems to boot up to the Recovery Screen, but the only thing in the menubar is Language Chooser.


I hope this finally solves this problem!

And then after a reboot they're gone again. "Language chooser" doesn't do anything when I click it. I can change language with the flag on the RHS of the menu bar... Weirder and wierder. The Apple logo just lets me shutdown or restart. The Utilities are missing!

(Yes my display is slightly damaged with a blue line down the screen)

Except this is the second time I've installed it now. I've been playing with installing it with/without FileVault and deleting the partition.
It showed the Utilities menu after I'd installed, I rebooted back into normal macOS, rebooted again back to recovery mode and it's gone.
It might be something to do with reboot / stop&start. Maybe.
