How do i change my apple id email address?

Signed out of iCloud from iPhone

Signed out of iCloud on mac mini

Error message in keychain of iCloud wont let me sign out

Opened manage apple id and won't let me use rescue address for new apple id as "the email is already in use with another apple ID.

Please help

Mac mini, iOS 10, 10.10.4 iphone 5 9.3.3

You must stop using and then remove the rescue email address before you can "promote" it to be your Apple ID.
