Is it a bug in IOS 10 that you able to reply to a text message without unlocking your iPhone?
I know you turn off messages on the lock screen, but not only the possibility to turn off the reply option.
It is probably by design. You can respond with Siri without unlocking the phone too.

It is a new feature of iOS 10.
You can turn it off by opening the Settings App and going to Touch ID & Passcode. You have to enter your passcode. Then there is an option to turn off Reply with Message. This should help.
Yes. But this also turn off the possibility to reply to a call with a message. But you can't probably get it all. 🙂
