IOS10 alarms

Hello, I have an iPhone 6s with IOS10 installed. The issue I am having is that my alarm does not work and I can not set more than one alarm. If I attempt to set more than one alarm the other one that is set will turn itself off. This happens whether the app is open or if i closed it "behind the scenes" . It happens with our without the bedtime turned on or off. Also even if I dont have any set the little "alarm clock" symbol is up at the top of the screen. I have been on the phone with apple multiple times and a couple repair numbers and conflict numbers. I have done hard resets, I have erased just the settings and no data, I have completely reset my phone to "new" and still the problem. I have also attempted to use my old iPhone 5s and DL the new IOS and still the same issues.
