Thanks for that info and choosing the Apple Support Communities. I know how important getting your iPad working properly again is to you! If I understand correctly, you are unable to cancel a download of a movie from the iTunes Store and this seems to be affecting your iPad performance. I would start by trying to delete the movie in the Videos app, as this article suggests:
Delete music, movies, apps, and other content from your iPhone, iPad, or iPod touch
Otherwise you can go to Settings > General > Storage & iCloud Usage and tap Manage Storage in the Storage section. Once your list of apps appears, find the Videos app and tap on it to open, then swipe right to left on this movie that you're having an issue with to delete it. Then restart your iPad and test your issues again, as the shut down and start up process is important to keep the iOS software running properly:
Check the storage on your iPhone, iPad, and iPod touch
Restart your iPhone, iPad, or iPod touch
