TThe RF-MAB2 is found, but then it asks me to enter a PIN on the headphones. The headphones do pair with zero problems with iPhone 5, 5S, SE AND IPAD Air and iPad Air 2. But the Apple TV 4 acts like it's found a Bluetooth keyboard instead.
THe Apple TV 4 is in tvOS 10.

You misunderstand. I'll try to state the germane part of the problem again.
During pairing, the last step on the Apple TV 4 asks me to enter a pin (last one was 2691) on the Bluetooth device, as if I'm pairing a keyboard. Again, pairing functions properly on iPhones and iPads, but is totally wrong at this point on the Apple TV 4. Also, I have no problem in pairing my Jaybird Freedom on the Apple TV 4.
I even tried to use Siri to say the pin, but the only control on the remote that functions here is MENU.
Doesn't matter whether I use the Apple TV 4 remote or the software apps remotes.
EExtra info ... the biggest difference that I'm aware of between the rocketfish and Jaybird is that the rocketfish uses Bluetooth 2 and the Jaybird uses 4.1
And Apple TV uses 4.0, see http://www.apple.com/tv/specs/. So your older headphones may not be identifying themselves correctly during pairing. Is there any chance of a firmware update for the headphones?
