Is there a way to sync photos from two separate icloud accounts to the same Photos app? If this is not viable would setting up two users on my Mac allow for two photo apps and link the 2nd users icloud account to that photos app?

Also, no. Have you consider just creating a Photo Sharing album between the two users?
We use photo sharing currently but that is for specific albums and photos. The issue is we want both of our photos to be automatically synced up with our home computer.
You can transfer them all to an external hard drive.
