Adding a location?

I'm adding old family photographs to Photos. I know generally where these photos were taken, but don't know the exact location. Whenry to enter a generic location - "Indiana" or "Randolph County, Indiana" - Photos won't accept the location and I end up with an exact location in the County - my guess is the county seat.

Is there a way to force Photos to accept my desired generic location?

You cannot define your own places names like in iPhoto or Aperture. When you enter a location name, Photos will try to find it in the location database and use the closest match. Photos needs some location to show the photos on a map.

Instead of a generic location, use some place you will recognize as the default - the capital of the country or similar.
