Thanks for using the Apple Support Communities. I'm a bit unclear on exactly what you are describing, but if you are saying that you cancelled a iTunes pre-order, you may find the information outlined in the following article helpful:
Some albums might include songs that you can download immediately when you pre-order. When you click the pre-order button, you're charged only for these songs, and they download immediately. The rest of the pre-order charges to the payment method you have on file when it’s released

If you later cancel a pre-order that includes immediately downloadable songs, you will not be charged for the remaining songs, but the already downloaded songs will not be removed.
