Q: iPhone cellular data, wifi assist settings issues

Despite having diligently switched off cellular data and wifi assist in settings while using a wifi router for data access, my carrier has billed me for a substantial amount for cellular data usage. The explanation I have been given by the carrier is that the problem is my iPhone, as 'it has been known to default to cellular data / wifi assist when the wifi network is weak'. I have tried explaining to them that those settings have been turned off, but they still insist on blaming my iPhone for the problem!

Does the iPhone really revert to using cellular data / wifi assist in a weak wifi network environment, even if those settings are off? I would be grateful for some answers and possible solutions.
