We understand that the Music app on your iPhone 6s is no longer opening as expected and restarting the device hasn’t resolved the situation.
Before we move to more invasive troubleshooting steps, we would like you to perform the following tasks
First, close the Music app completely if you see it open in the multitasking view. This process is explained in the following article.
Force an app to close on your iPhone, iPad, or iPod touch - Apple Support
After closing the Music app, try restarting your iPhone again.

Thanks for the follow-up information. Because these steps didn’t help to resolve the issue, the next step we would like you to complete will help us isolate the iPhone’s software. We’ll do this by reinstalling iOS on your iPhone. If you don't have a computer of your own, you can borrow one, or go to an Apple Retail Store or Apple Authorized Service Provider for help.
This should not affect any of your data, but it is always a best practice to make sure you have a current backup in either iTunes or iCloud. How to back up your iPhone, iPad, and iPod touch - Apple Support
Once you have a current backup, follow the steps from the "If your device turns on but gets stuck during start up" section in this article: If your iPhone, iPad, or iPod touch won't turn on - Apple Support
These steps will reinstall iOS. Keep in mind that these steps were written for a different issue, but they will still help us isolate the situation further. Test out the Music app after the reinstall completes.
