Thanks for using the Apple Support Communities. I understand that the ringer volume and audio output has decreased by half regardless of how high you set the volume. I use my iPhone daily and I depend on being able to set the volume to my desired listening level and have it function as expected. I will be happy to help with this.
The first thing that I would like for you to do is to simply restart the iPhone and then test out the volume level.

You will also want to make sure that you have a current backup, in either iTunes or iCloud.

Once you have a backup created and if you are still having issues, please restore the iPhone to factory and setup as new and test. Then restore from a backup.
