can't reset password- credit card lost

I cannot reset the password on the ICloud account, and the secondary access path when you cannot remember your password asks for a credit card that I no longer have, therefore cannot answer the security questions (card number was hacked, and we got new cards and destroyed the old ones). I get a message that I will be contacted in a few days, and that never happens. Please offer some suggestions.
