Q: Safari fails under a proxy

I work two days behind a firewall. They recently changed some of the settings. If I keep Safari open, I will be prompted for my proxy login and password every few minutes. Yet Chrome asks once. It seems to me that Apple has never completely worked out how to deal with proxies at all. I am wondering why this is? Is it because proxy servers are uncommon in the US? I keep hoping with each OS, that this will change. But it seems like it's simply not an issue that Apple want to deal with. Can anyone give me an answer as to why this would be the case - for years?
