on Startup macbook pro cannot boot completly

I'm using MacBook Pro, running on apple Mac OS 10. I cannot log in as a normal user. I am writing this in Safe Mode. The progress bar, after entering the login password stop halfway and tdoes not proceed.

Mac Pro, Mac OS X (10.6.8)

- Boot to Recovery and repair the startup disk

- If it is repairable reinstall the OSX

- If you do not have a backup use disk utility to restore the internal disk to an external disk so you can try to recover data.

Then format the startup disk and do a fresh install of OSX
