Thanks. I had tried all of that. What worked for me was to sign out of iCloud in System Preferences>iCloud and then sign back in.
After doing that, it now works as expected.
Hi, check that the two-factor authentication is on, and that the same Apple iD is associated in all devices, with safari I will iCloud.com to check that code verification work, while you allow the Mac is a trusted device and activate the location, it is critical for this feature have enabled location, then restart the 4 devices, iMac or MacBook, iPhone, Apple Watch and Router ISP, then go to system preferences / Security and Privacy, verify requesting Immediately and activated the option to allow the Watch can unlock password, this step has always given me good resuldos I hope to be helpful.
