Yes, it is on. Try tapping a command (not keep pressing the command key just tap a key once) and click any hyperlink and let me now if the link you clicked opens in a new tab.
Yes, tapping/pressing the command key once, i.e. not holding the key down, then clicking on a link works for me.

I have same setting as you. What I want you to do is NOT open a link in a new tab by using trackpad nor right click of a mouse button. Can you press Command key once (do not hold down the Command key) and click a link and tell me if your browser, any internet browser, let you open a link in a new tab?

When using the trackpad alone and with sticky keys enabled, I've been able to press the command button once and do a left click on a link, and it would open the link in new tab. It doesn't do that anymore in MacOS Sierra.

Sep 30, 2016 6:00 AM in response to favoriteno4by dialabrain,FWIW, it does on my 2013 MacBook Air and 2015 MacBook using the trackpad as I've mentioned a few times. It's possible you both have a problem but the feature wasn't removed.

2. With Sticky Keys enabled, does the key (Command in this case) display on the top right of your screen?

Yes, I know. That method is useful when you use mouse. I usually do not use mouse when I use MacBook Pro.
Clicking with two fingers on the trackpad can also be used as an alternative to control-click.
Furthermore, Open in new tab will be right there.
I understand it is not as convenient, though.

2. Yes, in my case, bottom right. It will show as grey instead of white when CMD is pressed once, white when pressed twice. Pressing CMD 2x + Click on a link would open a new tab.

You shouldn't have to press the command key twice.

You press it once, it only "sticks" for one mouse click/keyboard press (grey). Press it twice, it becomes "sticky" (white) and stays for until you press it the third time.

Create a new user and test.
Boot into Safe Mode and test.
