The "Remote button" is drawn over with the icon of any connected devices. In your example screenshot, you'd click on the little iPad icon to the right of the dropdown that lets you switch between Music, Movies, etc.


Apple needs to update this help information and improve the wording. >:(


Note that I don't think you have to turn on Home Sharing to use the Connect a Device feature.

It depends on your equipment, but modern routers provide a way to allow devices access to the Internet without giving them access to the any of the shared services that might be running on the computers on your network, which is a useful security feature. If you haven't heard about it then you probably don't have to worry about it. Perhaps firewall settings on your computer are preventing access? That icon shows for me within a second or two of tapping Add an iTunes Library in the Remote app, so if you don't see it that would suggest some sort of connectivity issue.
