Dock, a change in that folder would have to replace one in the Dock; so
if this is the case, drag the earlier version out of Dock, replace with new.
Of course when you drag the old icon from Dock, it will go 'poof!'
{Are you referring to the Dock as a 'lateral bar' on the desktop?}
Folders and web links, etc can be dragged into the lateral bar (Dock?)
on the side of the divider nearest the Trash. Only applications or utilities
can be dragged to the other side.
Here's an example of a folder with custom icon, in the Dock, set up to
be seen as a List, arranged by Name; used to launch extra items that
otherwise may not fit nicely in the Dock. It has Alias' of items elsewhere:
The alias or symbiotic link you create in the Dock still relies on the presence
of the original item (a custom folder, etc) or the icon may become a '? mark'
or blank if original is no longer available. I put the original in my User folder.
If you already know how to copy a new icon to a folder (from another, etc)
or make a new graphic icon and paste it to the folder to replace original;
then if I understood this question correctly, the remainder should be easy.
Unless you are trying to accomplish something else...!

When you open a window in the Finder, in the left is a lateral bar, with things like Air Drop, Applications, Music, Videos, and each one has an icon, but when I add a folder with an icon, the icon doesn't show, it shows a regular folder, and I want to change it to the icon.

Usually I try to avoid using those; because I need full windows open
& right now have four or five. And do not use the Finder as a Window.
Actual open folders get reduced to only the box with a title on top.
Certain models of Mac with older systems (that I've used or still have)
offer merit in doing things differently; some much better than present.
You may be able to drag a custom icon-folder into sidebar; but there
are rules and limits. I see those among the results; some third party
sites offer differing ideas. Some of them I found may be dated. There
may be a terminal command-line method of changing the icon view.
