How old is the child?  If the child is under 13, you will have to add them via Family Sharing and manage their Apple ID, and also enable the feature 'Request To Buy'.

I understand your reply but that is not my problem. The problem is as I stated...when entering the cvv from the card for verification it says the number is wrong but the number is correct, I even reset my cc number but it still doesn't seem to work. It's hanging up, apparently this is not a common problem so guess i'll have to call Apple

    Apologies if I misunderstood.

I was going to actually suggest reaching out to Apple Support for further assistance with this issue of yours, but it looks like you read my mind.

    Good luck.

Thanks FYI update: after long discussion with Apple it appears some associations with my wife's phone and account may be causing the problem. It's related to the "who" has the family sharing lead, although I am the organizer she is really the primary controller for shared content. This is a confusing problem but the solution seems to be removing myself from sharing and changing the CC account number and then starting over. Apple was very helpful and we went through every possible solution. So if anyone else runs into this maybe they can gleam an answer from this post. Either way the action plan is to change wife's charge account number and remove myself from the sharing and then set-up the child account after that.

Also, Even though I'm supposed to be the account manager for sharing it appears she is actually the one who is set-up for sharing not me. Almost like a sub manager because I don't participate in sharing....she shares with kids and approves purchases. Not sure how this really happened but the solution is (since I don't share her stuff or kids) is for me to remove myself as organizer and let her take the lead, Apple sending me an article about doing this removing myself. Then she can be organizer and set-up the child account under her. Then I can come back in later and ask to be on sharing if I want.
