I'm really confused by your question

You have reached too many iPhone reserves on iReserve, and get an error when you try to use another Apple ID or telephone number telling you you've reserved too many. So then you try to reserve more using another Hong Kong government issued ID, and it works

I'm confused on what you need help with

Yup, I've gotten this as well. I used the "reserve in store" last week to get my nephew a phone for his birthday and one for my niece. Now I'm trying to get one for myself using the reserve in store but says that too "you've reached your limit..". When I spoke to Apple they advised me that they changed it to 2 phones per person for the year due to low stock of iPhone 7's !! At the bottom of the page says, "2 per day" and told them they might want to change that.

Apple said just create a new Apple ID so I did, however when you try and beat the rush when the "good" ones go online in the morning and I use the new ID it takes me to a new page after I select the phone I want to a page that says "text this number from your phone to get a verification code to continue", by the time yo do that the phone you want is long gone.

I guess Apple doesn't want everyone's money, just most of it..........
