iOS 10 update causes Safari to not render pages correctly

Ever since the iOS 10 update, my iPad 4 mini has randomly stopped rendering pages with Safari. This is not specific to any website. If I close the tab and try again it sometimes works.

The symptoms is a page that partially loads, but without images, backgrounds, colors, etc. I do web development and it looks like CSS is not being loaded. I have reset my browser but the problem still occurs. Is this a known issue?
