Q: What happen if you forgot the answers to your security questions and your email is no longer valid?

I have an ipad mini which was signed in to an apple id (email) that is no longer valid. When I tried to reset the password I chose the recovery using security questions. The problem is, I forgot the answers to those questions as well. Now I am stuck with an iPad that could not be activated. What can be done?
