I have an I Phone 6S and a dell computer. Everything is up to date with apps.

I have a I Phone 6S and a Dell computer with all updates completed. The phone and computer has been set up to download all new pictures and music. The music is working fine. The pictures stopped downloading about 2 weeks ago to my computer. They are in the cloud (apple store checked) how do I fix this?
