Thanks for that info and choosing the Apple Support Communities. I know how important being able to clear notifications is to you! The good news is the following steps will be helpful in resolving your issue of not being able to clear your notifications.
1. Restart your device as the shut down and start up process is important to keep the iOS software running properly:
Restart your iPhone, iPad, or iPod touch
2. The next step is to back up your personal data and Reset All Settings from Settings > General > Reset on your device. This resets all of your device’s settings like Wallpaper, Sounds, Display & Brightness, Background App Refresh, Date & Time, and removes all of your previously used Wi-Fi networks and passwords.

Sep 24, 2016 6:42 PM in response to jdo_appleby jjgboulder,Thank you for your help. Unfortunately, when I try to Restore Backup, it asks me for a password. I have never been asked for a password when I take backups, so what is going on?

Sep 25, 2016 7:12 AM in response to jjgboulderby jjgboulder,And finally, I still can't delete notifications, whether individual or groups. I press the X, and the notification slides to the left, but then reappears. I press the clear, and nothing happens, all of the notifications remain.

This is a feature that protects backups of your iPhone, iPad, or iPod touch in iTunes, using password protection and encryption.
iTunes doesn't encrypt your backups by default. To encrypt a backup in iTunes for the first time, you'll need to turn on the password-protected Encrypt Backup option.
If you have a work email or profile account, that can also enable password protected backups. Here is more about that feature:

- Mac: From the menu bar at the top of your computer screen or at the top of the iTunes window, choose in iTunes > Preferences.
Windows: From the menu bar at the top of the iTunes window, choose Edit > Preferences. Learn what to do if you can’t see the menu bar. - Click the Devices tab.
- Look for a
next to the backup. If you see a
, the backup is encrypted.

Sep 27, 2016 9:48 AM in response to jdo_appleby jjgboulder,Hi, decided to wipe it clean, reinstall. Unfortunately, I still have the same problem - notifications don't get erased with either the X or the clear. Guess I'll live with it. Thanks for your help.
