In review payment information, always says service is temporarily unavailable
Every time i type in my review payment information, a screen always pops up saying, "this service is temporarily unavailable, please try again later."

Change or remove your Apple ID payment information
And check here > Payment methods that you can use in the iTunes Store, App Store, and iBooks Store
