Restart your watch ...
- Press and hold the side button until you see the Power Off slider.
- Drag the slider to turn off your device.
- After your watch turns off, press and hold the side button again until you see the Apple logo.
Then open the Apple Watch app on iPhone, tap My Watch, go to General > Emergency SOS, then tap Add Contact.
If that didn't help, make sure your iPhone is up to date. Tap Settings > General > Software Update

Sep 23, 2016 11:57 AM in response to Carolyn Samitby eightzero,Not only didn't that fix the issue, but it returned the watch to it's excessive battery drain problem I thought was associated with the workout app. The emergency SOS contacts doesn't work - still greyed out.
watchOS 3 is a hot mess.
It may be that the battery issue is associated with the Dock. And I did see now that there is an iOS 10.0.2 update.
