I cannot turn on the fetch new data

I cannot turn on the fetch new data on my iphone using IOS10.0.2. Push button is disabled and the manually option is ticked. I am not able to change it. can you please advise?

The main problem that brings me to this conclusion- that the fetch new data should be turned on, is the fact that I am not able to see in my search field of my contacts those that have phone numbers, even if they exist in my contacts. The search field returns just the contacts having email addresses.
