I don't want all my photos on my new phone, just the ones I take on it. Can I set it so new photos go to the cloud, but old ones stay off the new phone?

There are 11,737 photos and 300-odd videos on my iPhone 6, loaded there from the cloud, but I don't want them all on my new iPhone 7. Is there a setting that is just one-way, so that new photos are saved to the cloud and on the new phone, of course, but I don't have to get 10 years' worth of photos taking up room on my new phone?
