Q: iCloud photo library not available

I have an imac with mac sierra.  When I go to system preferences->icloud-> and try to select "photos" it keeps unchecking it. no error message. When I open photos app and go to preferences -> iCloud Photo Library its selected.

Shouldnt they both be selected?

Also on the top left there is "photos" which I thought showed all photos.  under albums there is a folder "all photos". the top one "photos", seems to have stopped updating as the bottom choice under albums "all photos" has all the latest photos and continues to update.  Anyone know if this is normal or whats wrong?

iMac (Retina 5K, 27-inch, Late 2014), OS X El Capitan (10.11.1)

I have an imac with mac sierra.  When I go to system preferences->icloud-> and try to select "photos" it keeps unchecking it. no error message. When I open photos app and go to preferences -> iCloud Photo Library its selected.

I had that happen too at first. Is Photos showing a short message "checking library" before it resets the checkmark for iCloud > Photos?

In that case repair your Photos Library.  After I repaired the library, it was possible to enable System preferences->icloud-> Photos.  See this help page: https://help.apple.com/photos/mac/1.2/?lang=en#/pht6be18f93

Important: You should back up your photo library before repairing your library.

    • If Photos is open, choose Photos > Quit Photos.
    • Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock). The Repair Library window opens.
    • Click Repair to rebuild your photo library.

The second problem might also indicate a problem with the library:

under albums there is a folder "all photos". the top one "photos", seems to have stopped updating as the bottom choice under albums "all photos" has all the latest photos and continues to update.  Anyone know if this is normal or whats wrong?

Photos might appear to be missing in the "Photos" album, but the might be sorted differently from the All Photoa album.  Select one of the photos in All Photos that is missing from Photos, ctrl-click it,  and use the command "Show in Moment".  If it does not appear in the Moments in Photos, repair the library.
