I have no storage left to download apps it says 0 bytes available what should I do ?

What should I do to get space for more apps ? It's says 0 bytes available !!! When I delete items it stays at 0 bytes !!!

Where do you have no storage left, is this on your phone or in iCloud, where are you deleting items from.
