If you bought it from someone else, ask the seller to remove the lock or give you a refund.

If I were in your position, I would put the iPhone into recovery mode (see here: http://www.iclarified.com/367/how-to-put-an-iphone-into-recovery-mode ) After, the iPhone was put in recovery mode, I would plug the iPhone into a computer with iTunes on it and restore it there.
